In partnership with the Department of Local Government, Sport and Cultural Industries, the City assists sports and leisure clubs and associations with the vital work that club volunteers undertake each year.

Sports and leisure clubs can achieve sustainability by accessing the information below to run a club effectively and efficiently.

KidSport Applications 

KidSport make it possible for all Western Australia children to participate in community sport and recreation. KidSport allows eligible youth aged 5-18 years to apply for financial assistance towards club fees. The fees go directly to the registered KidSport club participating in the program. State Government Grant Funding Programs

The Community Sporting and Recreation Facilities Fund (CSRFF) and Club Night Lights Program (CNLP) are funding programs offered by the State Government to assist in the development of basic sporting infrastructure with a focus on increasing physical activity in the community.

The CSRFF program and CNLP represents a partnership opportunity for community organisations to work with the City and the Department of Local Government, Sport and Cultural Industries; each contributing one third to the total project cost.

Community Sporting and Recreation Facilities Fund (CSRFF)

Types of projects that may be eligible for CSRFF funding include:

  • New playing surfaces – courts and synthetic surfaces
  • Change rooms and toilets
  • Sport storage

Clubroom meeting room, kitchen, offices and viewing areas are considered to have a minimal impact on physical activity and are considered a low priority. Resurfacing of existing sports surfaces are considered the responsibility of the asset owner and are a low priority.

Exclusions

Examples of projects which will not be considered for CSRFF funding include:

  • Development of privately owned facilities (eligible projects are required to be located on crown land or land owned by a local government authority)
  • Arts, music, craft and non-physical recreation facilities
  • Recurring maintenance or operating costs of existing facilities
  • Projects that clubs cannot demonstrate the financial capacity to comfortably fund one third of the estimated cost
  • Purchase of land, landscaping, car parks, access roads, playgrounds, bikeways or pathways
  • Non-land based facilities
  • Non-fixed equipment
  • Fixed sports specific equipment (eg. scoreboards)
  • Facilities or fixtures for the purpose of serving alcohol
  • Projects that do not meet the relevant Australian Standards and Construction Codes including access requirements for persons with disabilities

Club Night Lights Program (CNLP)

The CNLP is for funding sports floodlighting projects only. Types of projects that may be eligible for CNLP funding include:

  • Provide floodlighting to community training and/or local match play standard where existing facilities do not meet training standard
  • Replace aging metal-halide floodlighting with energy efficient LED floodlighting to community training and/or community match play standard
  • Power upgrades directly linked to the development of lighting

Exclusions

Examples of projects which will not be considered for CNLP funding include:

  • Non-floodlighting infrastructure
  • Non-fixed floodlighting
  • Development of privately owned facilities
  • Recurring maintenance or operating costs of existing facilities
  • Purchase of land
  • Projects that clubs cannot demonstrate the financial capacity to comfortably fund one third of the estimated cost
  • Projects that do not meet the relevant Australian Standards and Construction Codes

Clubs have an opportunity to submit an Expression of Interest form in February each year for the CSRFF summer small, annual and forward planning grant rounds and the CNLP. Clubs also have an opportunity to submit a form for the CSRFF winter small grant round in July each year. An Expression of Interest form must be submitted to the City for assessment to determine eligibility for both funding programs.

Projects that are agreed by Council and are successful in CSRFF or CNLP grant funding, will be constructed/installed by the City in line with standard specifications. Prior to construction commencing, the club will be required to sign a funding agreement that details the one third contribution that is to be paid to the City for the work and outlines the payment terms.
